City and country are sufficient.

There is no prescribed form. State who you are, what you seek, and why you ask the house to release it.

Your mail client will open with the letter prepared. Nothing is sent before you approve it.

Every petition is read by the keeper of the Register. No automated desk stands between you and the house.
